Cancel the transfer order and retain the Officer who was victimised by the Rulers!

Memorandum sent on 27.08.2009 to the Home Minister of India regarding the victimisation and transfer of Mr. Vijayakumar Biduri, Sub-Collector (North) of Puducherry:

Mr. Vijayakumar Biduri, Sub-Collector (North) of Puducherry, who is a Dedicated and Honest officer, who offered his timely and committed service to the people of Puducherry for past two years, has been transferred to Mizoram.

He recently took a courageous and firm action to bring 125 acres of surplus land under the control of the Government after 36 years under the Land Ceiling Act 1973. The said act of the officer brought the lands at 82 different places of the Revenue Villages of Puducherry like T.N.Palayam, Kirumampakkam, Thavalakuppam, Manaveli, Ariankuppam and Murungapakkam.

We infer from reliable source that the Rulers put some pressure on the said officer to drop the move of taking over the above said surplus lands from the owners, since the owners are close to them. But Mr. Vijayakumar Biduri refused to succumb to the pressure of the rulers, and as a retaliative measure of victimization he was transferred.

It is worth to note here that in his capacity as the Sub-Divisional Magistrate, Mr. Vijayakumar Biduri had resolved about 700 cases including long pending cases from 1977, related to law and order in the past two years of his service here.

Mr. Vijayakumar Biduri who also had additional charge of Rural Development SCheme for past six months, took steps and provided Rs. 5000 each to 419 houses to construct toilet in different villages. The rural people of Puducherry are well benefitted by this scheme.

So, we kindly request, in public interest, to take steps to cancel the transfer order and retain Mr. Vijayakumar Biduri, an officer with high regard in Puducherry to serve for the people for some more period and render Justice.

The same was also sent to Home secretary, Ministry of Home Affairs,  The Joint – Secretary (Union Territory), Ministry of Home Affairs, Government of India, The Lieutenant Governor, The Chief Minister, The Revenue Minister, The Chief Secretary, The Revenue Secretary of Puducherry.
