Memorandum submitted by Political Parties, Social Movements and Human Rights Organisations of Puducherry on 04-12-2008, to Prime Minister Dr.Manmohan Singh:
We, the Political Parties, Social Movements, Human Rights Organisations of Puducherry, wish to bring to your kind notice the unabated, inhuman atrocities and Human Rights violations committed against the Minority Tamils in Sri Lanka for the last several decades, in violation of all canons of International Conventions and Treaties exhorting human rights.
As a leader of the SAARC and torch-bearer of the Principle of Non-violence, India has a moral stake in exerting pressure on the Majority Sinhalese to put an end to the butchering of innocent Tamils and stoppage of War, which is not evenly poised, and come over to the negotiating table for striking out a Political solution.
You may aware; now the situation in the Sri Lanka has transcended limits of U.N. Standards. The army attacks have been directed against the un-armed Civilians, including children, on a tremendous scale, in Tamil areas, certainly not in good taste. The ethnic Tamils in India and around the world are worried about the safety of their kiths and kins and are registering their protests, loud and clear, urging the world community to act upon in a pro-active manner and to prevail upon the Sinhalese Majority Militarism pursued to stop the onslaught.
Despite reservations and protestations, to stop the ongoing war and resumption of the dialogue, through international mediation, the slaying of more than 450 fisher folk of Indian origin and the continuing bullying and harassment of the fisherman at sea continued non-stop. On one side they are unleashing terror in the Island and the other side frightening the Indian Tamils may reveal their real colour. The Sri Lankan armies resolve in violating the fishing rights of the Indian fisherman really have transgressed the limits International Law on fishing rights besides seriously affecting their daily livelihood and right to life, guaranteed under our Constitution. This attitude towards a friendly littoral Nation alone would exhibit their intent and ‘human approach’ towards their own people.
The recent arrest and torture of Tamilnadu fishermen and their detention in the Island Nation without heeding to the calls for fair treatment have fallen on deaf ears. The defiance and intransigence against the People of their own country in not sharing Federal Powers and treating them as equal citizens as dispensed in India have been the persistent reasonable demand of the indigenous ethnic Tamils in the Island Nation, since the departure of the British colonial Power.
Even the 13th Constitutional Amendment in the Island Nation put in a cold storage is a clear indication of the rigid posture adopted by the Sinhalese in not sharing power with the Tamils on the principles of equity and accord dignity, equal opportunity for a peaceful and Justifiable living. Targeting one’s people with heavy weapons, including aerial bombardment and claiming to have used ammunitions double than that was exploded in the Notorious Hiroshima in the Second World War, would amply prove the imbedded hatred against the Tamils.
Therefore, we are of the firm view that an everlasting solution to stop the ethnic cleansing pursued by the Sri Lankan Government is to recognise the rights of the Tamils under the aegis of the U.N.O, before the military offensive wipes out the Tamils in the Island Nation, worse than the subjugation suffered by the Jews and Palestinians. India as regional power and forerunner in recognising the Struggles of the Palestinians and others has to seize the opportunity and support the ethnic Tamils that will be the panacea for the Minority Tamils in the neighborhood.
We urge immediate ceasefire by the Sri Lankan Army and resumption of dialogue with International Mediation between the Tamils and the Sri Lankan Government.
