Memorandum sent to the National Human Rights Commission (NHRC) regarding the death of three patients in Indira Gandhi Government Medical College Hospital in Puducherry:
Respected Sir,
Sub: Puducherry Government Indira Gandhi Medical College and Research Institute – Death of 3 patients during dialysis – Proper judicial enquiry – requested – reg.
On 9.3.2017 at The Puducherry Government Indira Gandhi Medical College and Research Institute at Kadhirkamam, 3 patients who were undergoing dialysis collapsed on the table as a result of power failure and also failure to provide alternative power.
The collapsed patients were 1. Susila (75) from Kadirkamam, 2. Amsa (56) from Veemanagar, and 3. Ganesan (55) from Ganthi Thirunallar. It is a shocking coincidence that the incidence took place on the World Kidney Day being observed all over the world.
Suspension of all the medical staff including the medical officer on duty, staff nurses and technicians and also an ex-gratia payment of Rs,.5 lakh to the family of each of the deceased were announced by the Health Minister Shri Malladi Keishna Rao. The state government has miserably failed to manage the only pride medical college and hospital. The government should own full responsibility for the deaths.
The action taken on the staff on duty is not sufficient enough, suitable action should also be taken against the Director, and other supervisory officials and criminal case should registered against all of them.
The monetary compensation payable to the families of the deceased should be raised to Rs.25 lakh and the same should be paid immediately.
The state government should release a white paper on the incidence and subject itself to a judicial enquiry by a sitting judge high court.
